Wonju Personal Rehabilitation and Credit Recovery: 1 Year of Faithful Repayment and Deletion of Public Information
When will my credit recover after personal rehabilitation (gaein hoesaeng), and when can I use cards and loans again? These are the questions we hear most in Wonju personal rehabilitation consultations. In the past, personal rehabilitation records remained as public information for up to 5 years, making it hard to give a good answer. From July 2025, the standard changed so that public information can be deleted if you repay faithfully for 1 year or more. We have summarized what changed, question by question.

The key point first, public information can be deleted after 1 year of faithful repayment
Summed up in one sentence, the change is this: if you faithfully pay your personal rehabilitation monthly repayments for 1 year or more, your public information can be deleted.

Why did the standard change
In the past, even while going through personal rehabilitation, mobile phone installment plans, card issuance and car rentals were blocked, making normal economic life practically difficult. In consultations, too, we heard a great many complaints along the lines of "I am working hard to repay, so why is nothing possible?"

The previous system had the following problems.
- Personal rehabilitation public information remained for up to 5 years.
- You were classified as a high-risk customer by financial institutions.
- Credit cards and loans were almost entirely blocked.
In the end, it was a structure in which even people repaying faithfully kept suffering disadvantages, and concerns were repeatedly raised that it was blocking people from getting back on their feet.

It was out of balance with other debt adjustment systems
Under similar debt adjustment systems, the personal workout (debt adjustment through the Credit Counseling & Recovery Service) and the Fresh Start Fund (Saechulbal Fund), records were deleted after repaying well for 1 year. Personal rehabilitation, on the other hand, left a record for up to 5 years. In effect, people in the same situation were worse off for choosing personal rehabilitation.

Under what conditions is public information deleted
From July 2025, you only need to meet one of the following conditions.
- You have completed repayment or received a discharge
- The procedure has ended
- You have repaid faithfully for 1 year or more
The third condition is the key new addition. Where in the past you could only hope for credit recovery after repaying everything to the end, now an opportunity opens up if you keep repaying faithfully for 1 year.
What changes once public information is deleted
You do not return completely to normal, but things clearly change.
- Your chances of getting a credit card go up.
- You can once again be considered in loan reviews.
- Some installment transactions become possible.
The big difference is moving from a state where everything was blocked to one where things are possible depending on conditions.

Why people in Wonju consider personal rehabilitation
In Wonju, too, most people consider personal rehabilitation because their livelihood has stalled. Common reasons are operating funds for self-employed businesses, shortfalls in living expenses, and covering one card with another. This change is not merely an easing; it can be seen as a policy direction of giving people who repay faithfully a chance to take part in economic life again. Personal rehabilitation is not the end; it is a process of starting again.

Be sure to check if this applies to you
- You started personal rehabilitation more than 1 year ago
- You want to know when your credit will recover
- You want to use cards and loans again
If you think only in terms of the old standard, you may miss something.

Comparison before and after the change
If you are considering Wonju personal rehabilitation, whether you can proceed, whether you can keep it going to the end, and when your credit will recover differ from person to person. We recommend checking these in a consultation based on your own situation.
